Hoy por hoy se cuenta con las políticas públicas dentro del parámetro educativo con el propósito de mejorar la calidad de vida de todos, en especial la de la primera infancia, en la cual se ha identificado diversas necesidades sobretodo en sectores de vulnerabilidad. Por esa razón este trabajo indaga como tres niveles directivos ponen en práctica algunas de las políticas, mediante la implementación de estrategias y cumplen de alguna forma su rol directivo, que sólo desde una postura humana y social pueden ejercer. Este documento pasa por un contexto, un metodología y un análisis, por ello se habla de una investigación de tipo exploratoria en donde, en donde se obtiene unas reflexiones finales que dan cuanta de ese quehacer del alto director en los niveles mencionados, todos buscan estrategias que faciliten cumplir su función sin ir en contravía del poder que los gobierna, esta es una de las estrategias que demuestra que cada uno de ellos pone en juego su capacidad para liderar procesos, donde se observa un pensamiento de bienestar social, de un bien común que facilita evidenciar su rol

To be bilingual allows being more competitive in a changing world. In Colombia, the MEN since 2004 has created a quantity of strategies that allows to have bilingual citizens more competitive in the world. Taking into account that the principal cities of Colombia begun to use these strategies given by the MEN and started to create their own plans with the purpose of the bilingualism was an impact topic. The management of these projects in Santiago de Cali has been very important in order these projects have the impact waiting for. However, in this city it is very important to have a public policy that allows these projects do not finish in certain mandates because they should have continuity in time, in this way they can transcend and give to the city people with high competences in English. This work has a qualitative focus and it is centered in fieldwork, interviews and recollection of different evidences.
- PublicaciónAcceso abiertoManagement: consideraciones en torno al concepto(2014) Hernández Cuesta, Rafael Alberto; Valencia Serna, AngélicaEn términos generales, las prácticas que llevan a que se acuñe y se valide un concepto, llevan consigo diversas interpretaciones del mismo. La traducción de dicho término a otros idiomas, distintos al lenguaje en el que se originó inicialmente, es una forma en que se socializa el conocimiento. Sin embargo, en algunas ocasiones, dicha traducción no es fiel al significado, a la intencionalidad del concepto o a su esencia misma. En la literatura managerial aparecen términos como gestión, administración, gerencia, dirección, que no necesariamente reflejan fielmente el concepto de management y sobre los que se hará una reflexión, a partir de sus traducciones al español, haciendo un barrido de los abordajes hechos por algunos autores en torno a este tema y se intentará hacer una diferenciación entre el término propiamente dicho y sus traducciones al español, en términos del impacto que tiene en ámbitos como el de los servicios educativos. En el contexto específico de los servicios educativos, se intentará dar luces de cómo el management ha penetrado en aspectos de la vida educativa, de los alcances y de su capacidad para permear y permearse en el asunto de lo educativo, a partir de un ejercicio de reflexión, producto de una revisión bibliográfica.
- PublicaciónAcceso abiertoEl programa “el salto afro” y su incidencia en el desarrollo educativo y social del municipio de Guachené – Cauca : estudio de caso, colegio Jorge Eliécer Gaitán(2015) Vásquez Balanta, Victoria Eugenia; Valencia Serna, AngélicaThe overall objective of this thesis is to understand the perceptions of school administrators; teachers and young beneficiaries about the educational program "The Afro Salto" Guachené Township - Cauca, which is institutionalized as the educational policy of the current administration of the municipality. For this we have sampled the Educational Institution Jorge Eliecer Gaitan, by concentrating a large number of beneficiaries and potential beneficiaries of this proposal, since it most of the students of the municipality both levels of basic concentrates as vocational average. The importance of this study is that it allows to know, from the voice of those directly involved (teachers, school administrators and young beneficiaries) know how much of Afro Salto, how they are perceived and what benefits are so these perceptions enable valuable feedback to this policy or similar proposals. Among the techniques of social research, the interview allows this project to have a direct approach to the actors in this educational policy, which were developed with students, teachers and principals of the institution, with the aim of collecting from two different populations but involved in the same process, the perceptions of educational policy against Afro Salto. However, the success of a policy of this kind will be successful to the extent that those involved will value therefore expected that the results of this study constitute a contribution for reflection and qualitative feedback on the results of this program, from which it is clear that the Afro Salto is perceived by major players as a social alternative for change and a national example of administration of public affairs. The Municipal Administration of Mayor Francisco José Paz Zapata was completed in December 2015, is the uncertainty of whether the community and its leaders will give continuity to the program.
- PublicaciónAcceso abiertoSistemas de gestión de calidad y sus efectos en la cultura organizacional : caso de una institución educativa privada de la ciudad de Cali(2015) Cárdenas Porras, Luis Alejandro; Valencia Serna, AngélicaThe implementation of quality management systems in educational institutions has had a significant development in our country in recent years. Similarly, it is essential to consider that such internal processes are closely linked to the development of a new organizational culture and, therefore, such systems generate in their coworkers tensions and oppositions that affect the working atmosphere of educational institutions. This study will take into account the concepts of organizational culture as a key to understand how quality models aim to the success of educational organizations. The investigation will bear in mind positions about quality in education and how different models are used in educational settings, in particular, how the European Foundation for Quality Management (EFQM) Excellence Model is applied. Finally, a proposal for identifying perceptions that may allow school executive directors to use data collection instruments to apply before or during the time the quality model is in its development process, is provided. The application of these instruments can be used to observe how employees feel, and how their attitudes or behaviors may or may not be in favor of the organizational culture of the school. This study opens the opportunity for educational institutions to consider some aspects that implies the application and subsequent reaccreditation and recertification of quality systems processes within the working environment.
