- PublicaciónAcceso abiertoIncidencia de las salvaguardias OMC en el sector textil colombiano durante el periodo 2010 –2019(2021-02-22) Torres Torres, Irelys Esther; Lozano Burgos, Ana PaulaSafeguards have been positioned as a world benchmark for the protection of the economy in a process that presents excess imports of goods or services and that generate economic risks for the affected country, for this reason, the analysis of safeguards represents a growth pillar for nascent or fragile economies. The development of this article is to analyze the impact of safeguards in the textile sector in the period from 2010 to 2019 in order to consider the decreed provisions have been beneficial for the national industry, glimpsing if the measures taken comply with the purpose. The methodology used was the document review in indexed databases to obtain the consulted scientific articles. The main results allow us to deduce that currently the economic balance in the textile sector presents deficits due to the increase in imports of these materials from Ecuador and China, likewise, smuggling and tax evasion are consistent with the significant reduction in formal income of the economic line. Safeguards represent a relevant axis for the economic protection of countries in terms of imports and trade, which is why it is necessary to consolidate bilateral relations and promote internal industrialization on a scale that leads to an improvement in the industry and thus to be a world reference in this sector

Found that don’t exist a free trade agreement between the two countries, only child agreements and cooperation frameworks. Colombia includes a trade deficit with China, with an export offer that is not attractive to the Asian market. Within China's foreign investment to Colombia is mostly in the Hydrocarbons, telecommunications and infrastructure sector. China is looking to Colombia for more investments due because geographical position, seeking to establish more Chinese companies in the country to enter a competition in the Latin American market. Most affected sector by imports from China is the textile sector, which has decrees with respect to tariffs to avoid massive imports, but at the same time have decrees that say can enter the market 0 % of tariff, affecting Colombian companies.
