These mechanisms worked as an internationalization platform of Colombian foreign trade. In this sense when the economic situations appear, as the one presented by Colombia since 2014 with the petroleum low prices crisis, the regional integration process might get to become in the mechanism to diversify the risks that can bring along with the international trade. In this sense, the regional treaties reach by Colombia constitute a starting point to diversify the interregional trade. Between those agreements, the Pacific Alliance stand out because stablished as a precedent to starting a process of deep integration within Chile, Colombia, México and Peru. This platform pretend to get close bit by bit to a common market in which one it is possible free flow of goods, services, people and capitals. More than a commercial treaty, the Pacific Alliance pretend to be a platform of economic, political and cultural cooperation that is focus on accomplish integration process between economic blocks.
- PublicaciónAcceso abiertoAproximación al análisis documental de la experiencia colombiana en procesos de paz y Cooperación Internacional(2019-05-21) Pombo Román, Antonio José de; Murillo Amarís, EdwinThe following is an qualitative descriptive bibliographic review article that is carried out with the objective of showing the learning identified by multiple authors on the peace processes in Colombia during the period between 1982 and 2018 and whose recognition as "successful" will eventually allow the formulation of a Colombian international cooperation (IC) scheme offer in peace processes, which also makes the national experience visible and contributes to the appropriation of learning as a strategy for a stable and lasting peace. The state of the art methodology is used considering a documentary sample related on the one hand with peace processes in Colombia and in a complementary way to the role of the country as a provider of International Cooperation (IC) on Peace issues. This subdivision is made with the intention of making visible the weight of this phenomenon against the bibliographic universe in review. As a result, the material is validated against the ten categories for the success of the peace processes proposed by Pizarro (2011). Finally, the Potential and Achieved categories are proposed to expose both the leadership and the challenges of a possible offer of cooperation on peace issues led by the Colombian state

Estamos viviendo y experimentando cada día los efectos del fenómeno multidimensional conocido como globalización. En este sentido se puede pensar que, debido al uso indiscriminado que se hace al concepto de globalización, es pertinente cerciorarnos de entenderlo correctamente. Si se entiende entonces la globalización como un fenómeno complejo, reversible, que no es nuevo, ni homogéneo y que consisten en el incremento de las múltiples redes de interdependencia a distancias supracontinentales, es su diversas dimensiones, gracias al aumento de la rapidez y a la reducción de los costos de transporte y de las comunicaciones, y a los procesos de liberalización y apertura.

However, Colombia has found that Africa is a continent with great bargaining opportunities for its market of goods and services, where it will mainly see opportunity in the positive growth that has had the African continent in economic and social level, and opportunities for the non-mining energy products increasing the export supply. In the same way, Africa profits from Colombia, reducing poverty, obtaining Colombia-branded products and having skilled labor and with better income levels. From this monograph, it will be understood which are the main aspects to take into account in the international business environments between both economies.

The results of the investigation reflect that States have the responsibility to provide education, health, social protection services to the population and protection of human rights such as the right to housing, health, education and food.2 Thus, the principles of human rights within International Cooperation correspond to accessibility, guaranteeing the rights of the poorest and most marginalized, since good governance contributes to bringing people together as agents of economic and social development.

However, it should not be ignored that there are multiple limitations for the development of an effective international relationship. The processes are a slow in comparison to other countries in Latin America that have a presence in APEC such as Peru, Chile and Mexico, who have managed to stand out in the Latin American market, since they have opened their economic barriers with multiple agreements that facilitate the interrelation between they improve the links in social, economic, cultural and political aspects that end up being beneficial and enhancing the development of nations. It should be clear that the challenges and expectations of Colombia propose long-term solutions. The main challenges to be part of APEC refer to logistical issues. In terms of manufacturing Colombia is far below its competitors in Latin America, and should be considered as one of the main tasks that should be targeted, because this depends a lot on the development for the moment that this Asian "boom" invades our market
- PublicaciónAcceso abiertoLa diáspora india, su relación con el país de origen y residencia: Panorama de los estudios realizados(Universidad de San Buenaventura, 2016-01) Rodríguez de la Vega, LíaDe acuerdo con lo señalado por la Organización Internacional para las Migraciones, se estima en 214 millones las personas que viven fuera de su país de origen. En ese marco, la denominada diáspora india cuenta con más de 20 millones de personas fuera de India. Basado en las diásporas, She&er apunta que las redes creadas por diásporas étnicas forman parte de una relación triádica que comprende a la diáspora misma, su país de origen y el país de residencia. Señala, además, que esa relación deviene un aspecto integral y permanente del *ujo de política nacional e internacional. Al hilo de lo anterior, el presente trabajo aborda la bibliografía académica sobre la relación triádica mencionada y sus componentes, en el marco del estudio de las migraciones en el ámbito internacional, desde 2000. Se revisan los aportes, los elementos que se van a profundizar y los vacíos y se concluye con la propuesta de un abordaje interdisciplinario del fenómeno.
- PublicaciónAcceso abiertoLas entidades públicas en Colombia y los procesos de Cooperación Internacional: un análisis comparado de las experiencias del Servicio Nacional de Aprendizaje (SENA)(2018-06-21) Senior García, Rubeny; Cera Sarmiento, Víctor; Rodríguez Albor, GustavoEl siguiente trabajo plantea una búsqueda de las principales variaciones entre los procesos de cooperación internacional, que se desarrollan en las entidades estatales en Colombia. Específicamente nos hemos centrado en el estudio del caso del Servicio Nacional de Aprendizaje (SENA), cuando realiza cooperación con países en vías de desarrollo (Cooperación internacional Sur-Sur) versus cooperación con países desarrollados (Cooperación Norte-Sur). El estudio se hace a través, primero, con una contextualización teórica de la cooperación internacional. Segundo, se realiza una descripción histórica del SENA como una de las entidades clave en la evolución de la cooperación internacional en Colombia. Luego, se realiza una comparación entre las formas en como la entidad articula y hace funcionar los procesos internos y externos en pro de esta actividad de cooperación, en las experiencias de Israel, como ejemplo de la cooperación internacional Norte-Sur y Brasil, como ejemplo de la cooperación internacional Sur-Sur, contrastando aspectos tales como el papel que juega cada uno de los participantes, el tiempo de cooperación y los resultados finales. Finalmente se plantearán unas conclusiones sobre los hallazgos

Seeks to investigate the impact that has been generated in this economy from the IDA, so you can verify the use of financial funds this entity handles for contributions to the countries in development or third world. Likewise, it aims to analyze whether the Bolivian government has invested resources IDA internal development. During the period 2000 - 2010, the global economy had a severe crisis that led to the nations that are not considered to be a world power as allies to the different organizations that provide aid in times of crisis or war. The world economy was found in that period similar to the one in 1929 which forced the country to take steps for ensuring its domestic economy global recession. Governments are forced to request aid agencies to overcome periods of poor economic performance, it is where IDA financing serves countries who come to her. Among borrowers IDA countries is the Plurinational State of Bolivia, which since 2007 has the support of this financial institution in health projects and improvements in road infrastructure. Consequently, the research through an interpretative, constructive and qualitative methodology; seeks to measure the degree of effectiveness of the Bolivian government in the investment of IDA resources.

Found that don’t exist a free trade agreement between the two countries, only child agreements and cooperation frameworks. Colombia includes a trade deficit with China, with an export offer that is not attractive to the Asian market. Within China's foreign investment to Colombia is mostly in the Hydrocarbons, telecommunications and infrastructure sector. China is looking to Colombia for more investments due because geographical position, seeking to establish more Chinese companies in the country to enter a competition in the Latin American market. Most affected sector by imports from China is the textile sector, which has decrees with respect to tariffs to avoid massive imports, but at the same time have decrees that say can enter the market 0 % of tariff, affecting Colombian companies.
